Summary:This study examines the administrative and operational difficulties that have limited the implementation of the El Rosario Housing Plan in the Rumiñahui, Pichincha province, with the purpose of identifying the existing barriers and analyzing the perceptions of the community and the actors involved. Under a mixed approach, qualitative and quantitative methods were integrated, including surveys of 100 potential beneficiaries, semi-structured interviews with 15 public officials and focus groups with community leaders and representatives of non-governmental organizations. The findings revealed that the lack of inter-institutional coordination, insufficient allocation of financial resources and high staff turnover in the Municipal Public Enterprise of Habitat and Housing of Rumiñahui are the main factors that have slowed the development of the project. Only 45% of the budgeted resources have been disbursed, which has prevented the start of the works. Also, 85% of the beneficiaries perceived the administrative management as deficient, reflecting a generalized distrust of the responsible authorities. A significant positive correlation (r = 0.83) was identified between the perception of transparency and overall satisfaction, highlighting the relevance of implementing effective communication and encouraging citizen participation. The study concludes that administrative, financial and coordination constraints have had a negative impact on the implementation of the plan. It also underscores the need to strengthen institutional stability, promote efficient resource management and ensure active community participation to regain citizen confidence and ensure the sustainability of housing projects in similar contexts. This analysis provides a solid basis for the design of more inclusive, resilient and effective housing policies.
