The penalties have had different treatment in each of the stages of history, according to the social model of time in different countries. The origin of these fines already appears in the Mosaic Law, as a punishment inflicted upon the payment of money in this town that was the first inventor of numbered money. Today, crime in which he lives Ecuador, it is increasingly difficult to control for population growth. With the modification of the death penalty in some way control the character would be achieved or will of the person, considered a social problem and outside the correctional system in our country. Being a very important factor to achieve agreement meet the requirements of the civilian population and correctional growing.
