Summary:This work is the result of research on the reality that affects the institutions responsible for the preservation, enhancement and dissemination of cultural heritage in the Metropolitan District of Quito, in connection with the formation of scientific-technical cultural promoters, so the research paper "Analysis of the practices of cultural heritage in the Metropolitan District of Quito, on training at the Higher Institute of Hospitality and Tourism International ITHI of Cultural Promoters of both the current staff to perform such functions as future actors. Year 2008-2009. Alternative Guidelines”, is an alternative response to the problems identified. To establish guidelines and methodological guidance as the research states that the practices of cultural heritage in the Metropolitan District of Quito are implemented by "cultural promoters" without training, but based on experience and knowledge linked to other specialist outside the workplace specific. This creates the need to train professionals at Superior Technology. The Higher Institute of Hospitality and Tourism International - ITHI provides academic and administrative resources, material and financial resources to meet the needs of the professionalization of "cultural promoters" at the level of superior technology. XII In the research process, participatory techniques were used to obtain information, views and contributions of cultural actors involved in the management, administration and in promoting a cultural and technical levels, linked with the institutions responsible for promoting cultural in the Metropolitan District of Quito. The investigation allowed us to obtain information and cultural criteria that play or have served as Deputy Minister of Culture, President of the House of Culture, Director of the Institute of Cultural Heritage, Directorate of Culture and I Municipio de Quito, Council Provincial Fund Rescue FONSAL, as well as those who perform technical and operational levels in the institutions responsible for cultural development and specifically the rescue, preservation, start value, promotion and dissemination of cultural heritage of the province and particularly the Metropolitan District of Quito, and we therefore believe that constitutes a contribution to the establishment of guidelines to define the cultural profile of the promoter and their professional skills. The information obtained and the apparent concern of institutional and cultural actors in general to the scientific-technical training, the profile and competencies essential for job performance and social development of those who are involved in developing the country's cultural, fully justifies this research, constitutes a substantial contribution to the optimization of goods and services offered by the Cultural Institutions of the Metropolitan District of Quito.
