La responsabilidad y victimización de adolescentes en accidentes de tránsito en el Ecuador, necesidad de incorporar normas legales orientadas a la prevención y sanción

Adolescents and teenagers are as established in the Constitution of the Republic of Ecuador one of the priority groups of Ecuadorian society who deserve protection and preferential specializing in public and private sectors. One of the areas where the vulnerability of adolescents evidence are traffic accidents, which constitute the main cause of death of the Ecuadorian population belonging to this sector, which largely are also caused by persons belonging to this same population group . In reviewing the existing provisions in the Organic Law of Land Transport, Traffic and Road Safety, you can determine which is in force at the Ecuador criteria of insanity teenagers face their responsibility in the commission of traffic violations, and also in this area is effective implementation of educational measures that are foreseen in the Code on Children and Adolescents. The above situation and some other shortcomings, cause the rules of that law are insufficient to deal with a serious problem in Ecuadorian society as is the high incidence of traffic accidents caused by teenagers and also victimize these people. Therefore to study the situation described in the preceding lines was run framing this research work under the title: “VICTIMIZATION LIABILITY AND TEEN IN TRAFFIC ACCIDENTS IN ECUADOR, LAWS NEED TO MAINSTREAM ORIENTED PREVENTION AND PUNISHMENT". Research in all its parts is subject to the relevant regulations, and is structured with theoretical conceptual, doctrinal, legal and comparative law as well as with results obtained through an investigative process of field elements, providing conclusions, recommendations and finally a legal reform proposal that contributes to better regulate matters relating to the responsibility of adolescents in traffic accidents, and also some other situations that affect the issues addressed.
