El impacto de la reducción presupuestaria en el gobierno autónomo descentralizado de la parroquia Vilcabamba a causa de la pandemia covid-19 en el año 2020.

The objective of this research work is to identify the impact of the budget reduction caused by the COVID-19 pandemic on the construction and/or completion of works in the GAD (Decentralized Autonomous Government) of the Vilcabamba Parish in 2020 compared to the previous year, establishing a contrast of the budget item in the construction or culmination of works taken as a baseline the year 2019 prior to the budget reduction and the year 2020 when the budget reduction already occurred, obtaining as a result a difference between said years in where it can be said that in 2019 there were fewer works than in 2020 since 2019 was a year of change of authorities in the GAD, which is why the new authorities arrived with the money that remained from the previous administration to culminate with the works and projects that were planned in the PDOT. For this purpose, a sample calculation was carried out where a sample of 253 people was obtained, corresponding to the inhabitants over 18 years of age who make up the different neighborhoods of the parish themselves to which the surveys were carried out, as well as interviews with the GAD authorities in this case president and secretary-treasurer, to meet the objective. In addition, the deductive method was applied that allowed extracting relevant information from the surveys directed to the population of the Vilcabamba parish and from the interviews carried out with the GAD authorities, as well as the analytical method to study the results obtained. The main findings made it possible to know that the budget cut was -46,324.94, thus saying that the budget reduction did affect the level of compliance with construction and completion of public works, in addition, other factors were evident that influenced such as the lack of personnel for fear of contagion. or the delay in compliance with inter-institutional agreements, based on these results it is suggested to establish contingency plans such as and also strengthen planning regarding financing and self-management by the GAD for a correct administration of public resources oriented towards the development of the parish.
