Riassunto:Based on the defined Issue, this work is part of the Criminal Law as a requirement for fulfilling social importance, as citizens us all learn what contains our Legal Ordinances in force. The constitution is a legal instrument underpinning the principles and regulations, and that its provisions are coupled to both criminal law among other proposed schemes in the Criminal Code that can be attached to the above constitutional principles , as fundamental elements of the right is its adaptability to the constant changes in society , because not only can change in the commercial and civilians to be in tune with the rest of the world but also in criminal and legal classification of new situations that lead to new crimes that are taking place in society, that said, the criminal justice system in Ecuador is even a new situation which deserves a solution to the constant current crime wave in the country where few serious crimes such as murder, rape and robbery that are committed by minors given priority for its unimpeachable quality . So it is essential that the State ensure social security of all persons and based on the right is the need to incorporate in the Ecuadorian Criminal Code, the accountability of juvenile offenders over 16 and under 18 years old, with respect to criminal offenses, since only so can achieve compliance with this principle.
