Regulación en la ley orgánica de régimen del sector eléctrico para el aprovechamiento de las energías renovables no convencionales en el Ecuador.

The investigative work of thesis that next put to disposition of the whole Ecuadorian and world society through this summary he/she is titled "Regulation in the Organic Law of Régime of the Electric Sector, for the Use of the Renewable Energy Not Conventional in the Ecuador", has as objective and fundamental goal to outline the alternatives and to propose short term viable, effective and effective solutions to avoid the serious environmental contamination and crisis in the energy production of our country caused by the indiscriminate use of non renewable energy that you cause serious economic, environmental and social damages in our country, it is fundamental a modernization of the Ecuadorian electric sector through the use of new technologies that you/they look for the appropriate use of the renewable sources of energy production. For the Ecuador it is fundamental the acquisition and development of modern technologies of production of clean energy, since are a strategic sector of which you/they have already worried most of countries of the world orb. Ecuador cannot be straggler he/she has to look for the means to take advantage of its unique strategic geographical situation in the world, its aquifer wealth, its variety of climates, geotermia, the radiation and solar heat, vegetation and variety of forests, winds, the great quantity of capable lands for the cultivation, the discharge presence of active volcanismo, the high average of rain precipitations in the forests of the Amazonía, etc. It is for it that is necessary to appeal to the legal means that try to foment and to regulate the use in new ways of renewable energy with these antecedents it not cleans conventional, but it happens that in the Law of Régime of the Electric Sector to hardships mention is made to this type of resources in hardly two articles that alone practically they describe them, for what is fundamental the biggest regulation inside this law and the creation of the law that it regulates the renewable energy in the Ecuador so that a harmony exists with the current Constitution of the Republic that he/she has dedicated several articles and numeral to the necessity of fomenting the renewable energy and especially in its I Title Seventh Régime of the Good one to Live, I Surrender Second Biodiversity and natural resources, section seventh, Biosphere, urban ecology and alternative energy, article four hundred thirteen, apparent that: "The State should promote the energy efficiency, the development and use of practical and technologies environmentally clean and healthy, as well as of renewable, diversified energy, of under impact and that they don't put in risk the alimentary sovereignty, the ecological balance of the ecosystems neither the right to the water." Also our Constitution of the Republic in their article three hundred twenty six, numeral fifteen, apparent the prohibition that the public services are paralyzed among those that is included to the electric power, and he/she manifests that the Law limits that assure the operation of this services will settle down. It is for this reason that it should be regulated and to establish the normative one properly regulated so that norms are demanded that foment, regulate, control and facilitate the use of technologies that you/they produce very necessary clean renewable energy in our days to satisfy the necessities of the short term society achieving the country environmentally healthy and modern that we all want.
