The present investigation work has like topic the DESIGN OF THE SYSTEM OF FINANCIAL INFORMATION FOR THE PAROCHIAL MEETING "LIGHT DE AMERICA" OF THE CANTON SACRED SUNDAY OF THE TSACHILAS, contains the development and application of technical norms and procedures of the process that he/she allows to inform on the patrimonial and budgetary operations of the Parochial Meeting. The investigation work began with a Bibliographical investigation that allowed the elaboration of the theoretical mark that is expressed in the part denominated Revision of Literature, here the conceptual legal foundations of the government accounting they are exposed, Base legal of the Government Accounting, Concept of Budget, definition of the Budgetary Cycle, The economic classification of Revenues and Expenses, The plan and the Manual of Bills to be used, the countable registrations and the budgetary identifications of revenues and expenses that are good for the formulation of the corresponding financial states, like they are: Of Results, of Situation, of Budgetary Execution and of Flow of effective. In the part of Materials and Methods, the use of a methodology of the Scientific Investigation is explained, based on the Scientific Method, the deductive, inductive, descriptive and synthetic, and it is also explained that type of materials served in the investigative process. The Results expose practical application of the Design of a Countable System based on the Dispositions and normative sent by the Ministry of Economy and Finances, this system contains the government accounting of the Parochial Meeting Luz from America of the Sacred Canton Domingo in the period understood among January 1 at December 31 2008. The Discussion is a fundamental part of the process where the results are exposed expressed finally in the corresponding financial states that he/she hurtled the analyzed period, it is presented the conclusions and Recommendations, among those that stands out the installation of the system of government accounting for the Parochial Meeting, the same one is adjusted to the necessities of the entity.
