Résumé:The aim or purpose of the research is the formulation of the performance evaluation process focused on results-based management in the Human Resources Department of the National University of Loja, for which the problem of the lack of standardization of the mentioned process, which is oriented to the administrative staff of the institution, was found. For the above mentioned, research proposals were presented as alternative solutions allowing to provide a clear, precise and transparent knowledge of the descriptive, situational and functional structure of the performance evaluation, proposing a support within the institutional management, since its execution will allow to recognize and determine the most qualified personnel for the occupation of an institutional position or post. The methodology used for the elaboration of the research proposals and, therefore, the formulation of the process is directed to the use of the analyticalinductive and synthetic methods, in addition to the application of information gathering instruments (semi-structured interview and observation sheet) that provided pertinent information of the process, through the type of research, it was possible to establish the SWOT tool for the elaboration of the situational diagnosis and the methodology for the survey of UNL processes elaborated by the Public Administration career and applied within the Knowledge Integration Project "Public Management by Results in the Ecuadorian Context" for the construction of the manual of the performance evaluation process oriented to the administrative personnel. By means of the focal group matrix of the key assistants of the process, the validation and socialization of the proposals prior to revision stages was allowed, that is to say, within the research process there were phases of feedback of the proposals, which gave favorable and accepted results for the correct formulation of the process.
