Análisis Presupuestario al Gobierno Autónomo Descentralizado de la Parroquia Nuevo Quito, Cantón Paquisha, Provincia Zamora Chinchipe, Periodo 2017-2018

This thesis called "BUDGET ANALYSIS TO THE DECENTRALIZED AUTHORIZED GOVERNMENT OF THE NEW PARROQUIA, CANTON PAQUISHA, PROVINCE ZAMORA CHINCHIPE, PERIOD 2017-2018" was carried out in order to apply the descriptive research; simultaneously methods: scientific, inductive, analytical, statistical descriptive, synthetic and the techniques of: observation, unstructured interview and bibliographic compilation; which were a key methodology for the practical and theoretical development of the thesis, and thereby identify alternatives focused on the good management and distribution of the resources of the study institution. In order to fulfil the overall objective, appropriate specific objectives were established to enable the development of the institutional budgetary assessment. Physical information was collected, such as: Annual Operational Plans, Initial Budgets, Revenue and Expenditure Budget Cards, and Budget Execution Statements; subsequently, this information used vertical and horizontal analysis with various budgetary indicators, which together enabled the efficiency and effectiveness of the budgetary implementation of resources to be allocated to the institution to be measured together, determining in each case compliance with respect to the execution of them. In this way, compliance with the implementation, economic variations and reforms applied to the activities generated during the study periods could be assessed. To finalize the evaluation, strategies for equitable and sustainable development were proposed that will improve the standard of living of its inhabitants, thus providing authorities and officials with guidance to serve as a basis for timely Decisions. Finally, it is constituted that the realization of this work will be an important contribution, since being appreciated as a support tool; will allow the institution to correct certain mistakes that were found at the level of all areas involved in the entity's budget.
