Добавить метку | Итог: | The purpose of this research work is to present the management by processes through the procedure’s manuals, with the objective that the Public Procurement Directorate has a guide for the fulfillment of the objectives, establishing the appropriate guidelines for the sub-process under study and thus achieve an efficient and effective management that is reflected in the various effective academic and administrative processes. The public procurement unit at the Universidad Nacional de Loja plays an important role since it is focused on the management of the institution's resources. In the present investigation, the qualitative approach was used, therefore it was called working with data of theoretical origin referred to the development of the Common Regime procedure of the Public Contracting Directorate, on the other hand, once the current situation of the problem was identified, the theoretical and grounded strategy was sought to be reestablished with the purpose of improving the scenario by means of observation, The inductive method was used for the situational diagnosis in order to carry out the respective manual according to the information gathered through the different means and thus optimize the processes, As for the use of the analytical method it was possible to analyze the different parts that interact in the execution of the process, observing the nature and causes, finally the synthetic method was used with the purpose of integrating all the activities that are necessary for the fulfillment of the process and thus to elaborate the respective diagramming which will help me to offer the final conclusions of the investigation. It is mentioned that this proposal will help the strengthening and operation of the Public Procurement Directorate, keeping an updated record of the Common Regime process. |
