Presupuestos participativos del Gad Municipal de Loja y su incidencia en la cobertura y calidad de los Servicios Básicos en las parroquias rurales sur orientales, zona 3 del Cantón Loja, periodo 2015

The purpose of the present titling work entitled: "PARTICIPATORY BUDGETS OF THE MUNICIPAL STATE GAD AND ITS INCIDENCE IN THE COVERAGE AND QUALITY OF BASIC SERVICES IN SOUTHERN RURAL PARISHES ZONA3 DEL CANTÓN PERIOD 2015" is to determine the incidence of the budget Participatory in the coverage and quality of basic services (potable water, sewage, environmental sanitation), in the different rural parishes south of Loja. In order to fulfill the general objective, it is necessary to know and segment some issues that will allow us to reach the desired goal. This is why the following specific objectives were set: To determine the degree of participation of rural south eastern parochial GADs in zone 3 in The elaboration of the participative budget of the municipal GAD; The relationship between the planned participatory budget and the participatory budget implemented in social development projects directed to the rural parishes of southern zone 3; And the coverage and quality of basic services in the rural parishes south east zone 3. The development of the discussion and subsequent presentation of conclusions and recommendations of the present work was made considering the legal norms that regulate and govern the participation of the citizens in the decision making and the allocation of participatory budgeting of the higher levels of government. It is pertinent to specify that the development of the present investigative process was carried out in compliance with the provisions of the Academic Regime Regulation of the National University of Loja and the Guidelines for the presentation of the Final Thesis Report of the Public Administration Career.
