FORTALECIMIENTO TURÍSTICO DEL PLAN DE DESARROLLO Y ORDENAMIENTO TERRITORIAL, PARA LA PARROQUIA JIMBILLA DEL CANTÓN LOJA

The present study was developed in the Jimbilla parish belonging to the Loja canton; the research was based on the tourist development strengthening and territorial planning, where the strengthening becomes a challenge for the authorities in charge of the management of tourism and at the same time an opportunity for the parish, where complementary activities are implemented that are part of the tourism. It is important to emphasize that tourism activity has been developing in recent years in an uncontrolled and unplanned way. Given this background, the World Tourism Organization proposes that tourism be the activity that has as its main objective the economic, social and environmental balance, in other words, apply sustainable tourism sustainability through the correct and timely planning of destinations. In this context, the parish faces the need to establish a tourism strengthening process to ensure the efficient development of this activity. The general objective of this study is: To strengthen the Tourism Development Plan and Territorial Planning for the Jimbilla parish of Loja Canton. For this purpose, three specific objectives were proposed. 1. Make the diagnosis of the tourism component for the Jimbilla parish of the Loja canton, which allowed the diagnosis of the current situation of the town. 2. Prepare a tourism development proposal for the Jimbilla parish through the application of a participatory methodology, where results were obtained through a participatory workshop where the strategic objectives were announced with different aspects to be considered, with the objective that the participants select a proposal and then develop them. 3. To propose strategies for the application of the proposed proposal for the tourist development of the Jimbilla parish of the Loja canton, with the results obtained from the participatory workshop, application strategies were designed for the PDOT; Design a natural tourist route; Design a holiday agenda; Establish workshops in tourism training; Design a tourist guide; Implement a Tourist Information Center in the Jimbilla parish. The methodology used for the research was that of Carla Ricaurte Quijano, 5 the participatory methodology (MARPP) and for the development of each of the objectives it was necessary to use methods such as: the analytical method which helped us to carry out the analysis of the information that was compiled in the Plan of Territorial Ordering, the synthetic method that allowed to synthesize the information that was obtained through the participative methodology with the socialization that was made with the community, the inductive method that allowed the observation of the facts that is to say From the individual awards of the Jimbilla parish it was possible to establish general conclusions, the descriptive method allowed to evaluate the population in particular and determine characteristics of the parish and each of the attractions that it possesses, the deductive method allowed gathering information to corroborate that the reality is conformed in the statement of the information theoretical, that is to say that in the present investigation was based on information obtained in the Plan of Development and Territorial Planning and then a comparison was made with the information that was obtained through direct observation, the analytical method allowed to perform the analysis of the information that was collected point by point and that was extracted from the Plan of territorial Ordering and the techniques that were of great use was the direct observation that determined at first hand the information that was found in the bibliographic material and the interview by means of which it was possible obtain relevant information since the people interviewed are specific to the place. Regarding the conclusions, they were mainly addressed to the authorities of the parochial GAD and tourism regulatory institutions since they are the main actors in placing importance on the infrastructure and superstructure of the parish, it should be mentioned that at the moment there is no tourist planning in the Jimbilla parish by the authorities because they have not considered the existence of tourist attractions within the plan of development and territorial ordering. In order for the strategies to be developed in an appropriate manner, the authorities of the parish GAD are recommended to designate a budget aimed primarily at tourism, which makes agreements with public and 6 private institutions that contribute to the promotion of a tourism product and provide training. as it is also important that they worry about improving the access routes to the different tourist attractions and the adaptation of the trails since they do not have tourism signage that facilitates the visit of people to the different attractions. The socialization in the participatory workshops was of vital importance since through them the current situation of the parish was made known, as well as the participation of the community and main actors involved in the tourism activity allowed them to be in charge of select the strategies most suited to their needs, which allow the touristic development of the parish.
