Yhteenveto:This research is part of a study in the Parish of San Antonio Aradas, which highlights the low level of citizen participation in the participatory budget. Citizen participation stems from the perspective of being a citizen legally recognized by a state that guarantees the rights necessary to achieve GOOD LIVING. The Constitution of the Republic of Ecuador, in his notes to the mandates " participation rights " within the autonomous governments , rights embarks primarily involved in matters of public interest, the presence of citizens is a necessary means to legitimize public action. The resources that are delivered to the Parish of San Antonio de la Aradas are limited against the unlimited needs they suffer, hence the need for us citizens by right of citizen participation form leading role in the planning and budgeting, with order to analyze, discuss and approve the equitable distribution of resources and the selection of priority claims, they need immediate intervention by the authorities. Well on research, projects a marked exclusion regarding decision making on public issues, especially in developing the parish budget. One of the main reasons for such an event, is the lack of information, lack of interest and lack of citizenship, about our legal framework and its recognition of the opportunities for citizen participation. 5 The intervention of the public administrator , as regulator and planner for dissemination and training of the importance of law enforcement and civic participation , so that the recommendations are aimed at developing strategies to integrate the citizen individually deemed appropriate and necessary or collectively, to join a leading role in making decisions for budgeting , because the city is the only auditor of the shares in public affairs , which affect political, economic , social and environmental .
