Sažetak:The present research project focuses on the implementation of an Organizational Climate Diagnosis at the Municipal GAD of Puyango Canton, for the year 2023, with the following specific objectives: to determine the perception of Puyango GAD employees regarding the organizational climate in the institution, to identify the factors that influence the organizational climate at the GAD of Puyango. Therefore, the main objective is to conduct a diagnosis of the organizational climate within the Municipal GAD of Puyango, analyzing the perception of the employees and identifying the factors that influence the organizational climate. This study used a mixed methods approach, applying an inductive method with a non-experimental descriptive design. A survey is used to collect data and information. The survey is developed and validated by experts and refers to the nine factors of organizational climate proposed by Litwin and Stringer, which are: structure, individual responsibility, reward, challenges, interpersonal relationships, cooperation, performance standards, conflicts, and identity; designed on the basis of the Likert scale. A total of 120 public employees at the GAD of Puyango were surveyed. Moreover, an interview is followed with the head of the human resources department and the mayor of the institution in order to have a better understanding of the organizational climate situation. The result shows a climate perception score of 3.01 "very good", which is evidence of an optimal organizational climate at the GAD of Puyango, where the factors of structure, cooperation, identity and interpersonal relations are identified as factors that have a positive influence on the institution, while rewards and individual responsibility are identified as institutional weaknesses.
