Итог:This research focuses on the implementation of the ISO 9001:2015 standard in public management, using the Decentralized Autonomous Government in Chaguarpamba as a case study. The ISO 9001:2015 standard establishes a quality management system based on customer focus, continuous improvement, and process management, essential principles to strengthen efficiency and transparency in public institutions. To assess its feasibility, a diagnosis of the current situation of the GAD of the Chaguarpamba Canton was carried out, identifying strengths, weaknesses, and opportunities in its management. The methodology used in this research had a qualitative approach with a descriptive and non-experimental design. Techniques such as interviews, observation sheets, and checklists were used. Additionally, tools such as PESTEL, SWOT, and TOWS Matrix were applied, which allowed for the analysis of the institutional context and the evaluation of strengths, opportunities, weaknesses, and threats in quality management. The results showed that the GAD of Chaguarpamba has a functional structure but faces challenges in the development of quality processes, operational control, and an organizational culture focused on continuous improvement. Based on this finding, a guide for the implementation of the ISO 9001:2015 standard was designed, structured in two sections: the first addresses general aspects such as the objective, scope, and legal basis; the second focuses on the criteria of the standard, such as context, leadership, planning, support, operation, performance evaluation, and improvement. The implementation of this guide will optimize efficiency, transparency, and quality in public services, aligning the GAD's management with international standards, promoting institutional modernization.
