Ecuador is the country with the highest rate of public investment in the region relative to GDP, public investment, the Government has initiated a number of important projects such as the construction of hydroelectric power plants, Pacific refinery, roads, and infrastructure in health, justice and education, among others. To build all this public work is required on a large scale free use of stone materials by state contractors, causing serious environmental pollution. Our Constitution is a pioneer in recognizing nature as a subject of rights, defined where it is reproduced and life, has the right to be fully respected its existence and the maintenance and regeneration of its vital cycles, structure, functions and evolutionary processes.
