Two specific objectives are established: to identify the actions implemented by the GAD Municipal within the framework of the ordinance 0041-2021 on assistance, prevention and reparation to victims of gender violence, and to determine the degree of implementation of policies on assistance, protection and reparation to victims of gender violence. The research project is conducted using a qualitative approach, with a non-experimental design and an exploratory-descriptive scope. Therefore, the study used tools focused on achieving the objectives, such as the documentary review using the ATLAS.ti 24 software, centered on the analysis of news articles published during the year 2023 by the newspaper La Crónica. The observation sheet is employed to verify the implementation of the provisions outlined in Chapter IV. Additionally, the study includes structured interviews with open-ended questions directed at public employees responsible for providing attention, protection, and restitution services. By applying the aforementioned instruments, the result shows a medium degree of implementation with 62.62%, as indicated by the color-coded table, it is despite the fact that some actions are implemented in favor of the vulnerable population. In addition, there is no significant improvement or reduction in the problem. Furthermore, the lack of a concrete order and the absence of adequate planning to guarantee the efficiency and effectiveness of the actions. Consequently, it is necessary for the competent authorities to apply a more rigorous system for monitoring and verifying compliance with the ordinance. |
