| Summary: | This research work, entitled Evolution of public policy establishing the rights of retirees. Case study: Association of Retirees of Empresa Eléctrica Regional del Sur, period 2019 - 2024, analyzes how public policies have evolved in relation to the rights of retirees, focusing on the experience of the members of the Association of Retirees of EERSSA. For this purpose, a detailed review of current regulations was carried out and surveys, focus groups and interviews with retirees were applied, allowing a clear view of their experiences and perceptions to be obtained. This study is supported by three key theories: the Welfare State Theory, the Financial Sustainability Theory and the Distributive Justice Theory, which provide a solid theoretical framework for the analysis of the data. The results show that, although there are laws that protect the rights of retirees, their implementation presents significant deficiencies. Among the problems identified are inadequate pensions, limited access to specialized medical services, and a perception of inequity in the distribution of resources. The most recurrent demands include improvements in health services and a strengthening of economic security. The study stresses the need for public policy reforms to guarantee a dignified and equitable retirement, as well as to ensure the long-term sustainability of the pension system, likely to improve the quality of life of retirees. |
