Özet:The perception and attitude of the resident should be included in the planning of tourism projects, because if they are positive or negative they can influence the satisfaction of tourists. In the research work, a general objective was proposed: To determine the impact of the perception and attitude of the inhabitants of the parishes Casanga, Yamana and the urban center of Catacocha in the development of sustainable tourism of the Binational Technical Training Center Zapotepamba, which was addressed through three specific objectives. The first objective was to determine the perception of the local population of Casanga, Yamana and urban center of Catacocha on the positive impacts of tourism, with the application of a survey adapted to the research of the author's Moral (2018), a population-based sample that was determined using the formula of populations of finite resulting in 212 inhabitants of the area of influence of the CBFTZ, the survey covers the socio-demographic data of the sample population and 21 questions distributed according to the economic, social, cultural and environmental derivatives of tourism which were assessed through a Likert scale of 5 variables which showed the level of importance of each one of them, and then with method ServQual adapted to the present work to group these variables to three, that is to say, the variable if you understand the variable is always and almost always, sometimes it is held, and the variable does not include a few times and never, which allowed a better understanding of the results to the reader. For the fulfillment of the second objective, which is to know the attitudes of the residents of the area of influence of the “CBFTZ” towards tourism development, the same number of inhabitants of objective one was taken to measure the attitudes through a survey divided according to its three affective, behavioral and cognitive components, the items are structured based on the reality of the receiving community against the tourism that develops in its environment, for the assessment a Likert scale of 5 variables was used for the first and second component, while for the third, closed answers of yes and no were used; followed the method was applied ServQual adapted to the research, grouping the variables of the scale to three, in the following way: the variable if it is made up of the variable I like a lot and I like a little bit, I is indifferent is conserved and the variable does not contain disgusts me a little and I dislike a lot of what determined their feelings, or emotions, in contrast, to know what was his behavior and actions are grouped to the variable if the features forever and almost always, the variable is sometimes maintained and the variable does not concretize the variables almost never and never and to define what was his thought or belief towards tourism was concretized to yes and no the answers due to the questions posed; summarizing the results thrown. Finally, to meet the third objective was achieved to determine the degree of commitment that will have the inhabitants of the urban center of Catacocha, Casanga and Yamana, towards the tourism development of the area of influence of 5 the “CBFTZ”, was fitted to the array of attitudes and behavior towards tourism proposed by Butler (1974), in which intersect the results of the first and second goal; determined in the matrix, the bias in each quadrant; throwing strategies or proposals the same that were formulated in the macro development of each of them and even more with the CBFTZ in its area of influence. The population of the area of influence of the “CBFTZ”, shows a positive perception and attitude, which is reinforced with training that motivate residents to maintain their commitment in support of tourism development, in addition to the planning of tourism projects and a marketing plan for promotion. It is recommended to the parish GADs the link with the society for the execution of projects, alliances with the academy to give training, that the perception and attitude are periodically evaluated since they are intangible and vary according to the progress of the tourist activity in addition to the same line of research focused on tourists. It is concluded that the inhabitants of the parishes Yamana, Casanga and the urban center of Catacocha despite not perform activities related to tourism and have income less than the basic wage unified the country, are willing to collaborate in the development of the tourism of their surroundings and the “CBFTZ”, backing to the tourist activity as an alternative to economic growth, strengthening cultural and protection of the environment.
