In this research work, it is analyzed the perspective, regulations and legislation related to social rehabilitation as a mechanism for reintegration into society of individuals deprived of liberty. Additionally, it also examines the programs and public policies that are the responsibility of the State in terms of rehabilitation and their implementation in accordance with national and international parameters and standards to guarantee the rights of this priority group. The recognition of human rights and labor rights of individuals deprived of liberty in the Constitution of Ecuador, the violation of these rights and the lack of guarantees in social rehabilitation centers by National Social Rehabilitation System and the State. To know and analyze the efficiency of public programs and policies of labor reintegration for individuals deprived of liberty, the areas of application and the objectives to be achieved according to the law and the programs. To evidence whether the programs of reintegration and social rehabilitation are adequately implemented by the National Social Rehabilitation System in rehabilitation centers. Based on the analysis of results and the evidence gathered from people who were inside the prisons facilities, it has been possible to conclude and recommend on the shortcomings and issues of public policies for social reintegration. Therefore, it was concluded that the implementation of these programs is not at one hundred percent; as there are prisons that do not implement these programs, that do not guarantee the labor rights of these people and do not provide the accompaniment required by law once the inmates have served their sentences and are in the process of release and reintegration into society.
