Engadir etiqueta | Summary: | This thesis entitled "The Implementation of an article and Psychotropic Law on Narcotic Substances, consumption, possession and possession of inhalants (contact cement or isarcol) in boys / girls and adolescents", which he has developed from the social, legal and doctrinal order, the same is not present in existing laws, for adolescent girls and children and lacks a vacuum in the Law on Narcotic Drugs and Psychotropic force of our country. The Constitution of the Republic of Ecuador and other laws the powers and duties assigned to the Ecuadorian State, to assume social responsibility to give all public institutions, resources necessary to fulfill the functions for children and adolescents. However with the new reforms to the Code on Children and Adolescents establishes that children and adolescents enjoy the right to develop in a healthy and free of substances harmful to their development environment, at all stages of growth and development. In this particular case of possession, possession and consumption and inhalation of contact cement, it involves the consummation of fact, namely that the problem is given to children and adolescents, and our Constitution protects one hundred percent, and it is more feasible to find a solution to prevent thousands of children and adolescents from falling into the addition and tolerance contact cement. The academic task ends, noting that the cause that afflicts thousands of children and teenagers inhale contact cement or isarcol, it is because it is a substance easily accessible and that can be found anywhere, the same as It does not have any regulation or prohibition for acquisition. For these reasons set out in this thesis, it is urgent the approach of an article of the Law on Narcotic and Psychotropic Substances, that they take a some kind of ban or purchase for sale or distribution of contact cement or isarcol in stores , hardware stores, local, etc. |
