Ha surgido por la necesidad de realizar el diagnóstico de la situación actual en la que está el territorio, descubrir sus problemas, potencialidades y plantear las soluciones en el marco del conocimiento de la problemática de la Parroquia. Para la elaboración de este Plan se ha contado con el apoyo de los diferentes actores sociales e instituciones, que brindaron la información pertinente para su correcta elaboración.
