Zusammenfassung:The micro and small companies, artisans or actors of the popular and solidarity economy, immersed in the Inclusive Dynamic Catalogs published in the Institutional Portal of SERCOP, in our country in recent years have been constantly affected significantly by government, commercial policies, even taxation established or established by the State and the competent bodies in the matter of trade in goods and services, however, this sector has managed to excel after constant sensitive changes, which must necessarily comply with the provisions of current legal regulations to be able to market the different products offered for exclusive purchase of entities of Ecuador. The objective of this research was to carry out an analysis of the National Public Procurement System, through the Public Procurement Portal, the Dynamic Inclusive Catalogs were taken as a reference, considering the activities of the registration of goods and services of micro and small companies , artisans or actors of the popular and solidarity economy of the city of Loja. Direct contracting by the contracting entities as a result of the application of framework agreements (contracts) constitutes the mechanism for applying preferences in the procedures of the Electronic Catalog, which are also regulated and controlled by the Internal Revenue Service (SRI) and the Ecuadorian Social Security Institute (IESS), so they are subject to generate tax and employer obligations. Based on the information obtained from the Official Public Procurement System of Ecuador (SOCE), the list of 436 registered suppliers that have benefited from the Electronic Catalog in the city of Loja with a cut at December 31, 2018 was obtained, then a statistical formula where the result of 105 suppliers was obtained, the same ones that were evaluated and analyzed, resulting in this business sector not trusting the Public Procurement Portal. In view of this information the guide was developed; which contains processes for cataloging in the public procurement portal, internal political institute within companies for the fulfillment of tax and employer obligations that are generated with respect to economic activity.
