ESTUDIO DE FACTIBILIDAD PARA LA CREACIÓN DE UN PARQUE EXTREMO PARA EL GOBIERNO AUTÓNOMO DESCENTRALIZADO MUNICIPAL DE PIÑAS, PROVINCIA DE EL ORO

The research entitled "Feasibility Study for the Creation of an Extreme Park for the Municipal Decentralized Autonomous Government of Piñas, El Oro Province" has as its purpose the creation of an area for children, youth and adults in the Piñas Canton, which offers recreational spaces to develop the different skills and abilities of extreme sports such as motocross, enduro cross and bmx in a totally free and healthy way, for the benefit of the community in general. The main objective is to determine the technical, economic, financial and social feasibility for the creation of the Municipal Extreme Park. In the elaboration of the investigative work, analysis methods were required such as the inductive that analyzed the opinions and behavior of the plaintiffs on the desire to have an extreme park in the city of Piñas, in the technical study this method was applied when the analysis of the capacity controlled and installed, in the financial study it was applied when determining not only the investment required by the project but also its feasibility through the application of social-economic evaluation; The deductive method was used to prepare the analysis of the data obtained from both primary and secondary sources, during the execution of market, technical, financial and social-economic evaluation studies, in the same way it served to analyze the macro and micro location of the Extreme Park, in addition to this method, establish the conclusions and recommendations respectful to the investigation; and the analytical descriptive method, the description of the reality of the demand and the results reflected in the analysis and interpretation of the surveys, as well as describing how the research plan and the administrative structure of the Extreme Park of the Piñas GADM Park will be carried out. ; finally, techniques and instruments were specified, such as direct observation and the respective survey that allowed obtaining reliable information. 6 For the development of the market study, the population and the sample were first determined in order to carry out a survey of potential applicants, in which the market was included for people between the ages of 5 to 44 years, ages considered suitable for the practice of these extreme sports modalities according to the Ecuadorian Motorcycle Federation, and as a result the potential demand of 90%, the real demand of 17% and the effective demand of 100% were obtained, likewise the demand was determined unsatisfied that it is 208,642 visits of the Park per year. The technical study presents the project engineering, the installed capacity of 100% which is 26,280 services per year and the used capacity of the project which is 6,264 services only for the first year, the macro and micro location, and the flowchart of production process. The Financial Study presents the investment of the project (in fixed assets $ 50,883.00; Deferred assets $ 3,090.00 and in working capital $ 20,599.87, having a total project financing of $ 74,572.87), capital 100% financed by the Government Autonomous Decentralized Municipal of Piñas, in the same way the service costs of $ 22,164.69 were determined for the first year, as well as expenses budget, projected cost analysis, profit and loss statement and cash flow. In the financial evaluation, the NPV and IRR were calculated, but being a social welfare project, these indicators do not comply with the parameters established for their respective calculation as they do not present income for the provision of the service, since said service will be offered free of charge, which gave way to the realization of the social - economic evaluation that allowed to determine its feasibility according to the assumptions and the valuation of the social benefits involved in the project. For the elaboration of the social - economic evaluation, the benefits and costs of the project were identified and valued, from the point of social welfare, resulting in the economic viability 7 of income produced by social benefits and cost savings avoided, a new state of Profit and loss and new cash flow. Once the positive financial statements were obtained, the respective calculation of the feasibility indicators, such as the net present Value of $ 634.296,99 and the Internal Rate of return of of 97,32%, results reflecting the social - economic feasibility of the project, whose conclusions and recommendations so determine. Finally, with the development of this research work it is possible to determine that it not only responds to the initial problem of the lack of spaces destined for the practice of extreme sports of motocross, enduro cross and bmx, but also favors all the inhabitants of Canton Piñas, through the social benefits generated by it.
