Shrnutí: | This thesis was developed with the aim of fulfilling one of the main postulates of the University, integrating theory, practice and research and thus meet one of the basic requirements for obtaining the degree in Accounting and Auditing. The main objective has been to execute a Management Audit to the Human Talent Unit of the GAD of the Sozoranga canton, through the development of each of the phases that this involves; allowing to determine the efficiency, effectiveness and economy with which the human talent of the entity is administered, besides analyzing the quality of the service provided to the community and users during the audited period and, establishing the degree of compliance with the legal provisions in force. In relation to the objectives proposed in the Management Audit, these were fully complied with; Starting with the Preliminary Knowledge phase that allowed the entity to be directly known, followed by the Planning where the internal control is evaluated and the programs are elaborated, in the Execution the procedures established in the audit programs are applied, in addition to the development of findings that allow obtaining the necessary evidence to support the conclusions based on the report, in the Communication of Results, the final report is prepared with conclusions and recommendations and, finally, in the follow-up phase there is a compliance schedule and application of recommendations. Based on the results obtained, it is concluded that the Municipal GAD of the Sozoranga Canton, does not have a Manual of functions according to their needs, so the immediate update of the Manual of Functions is recommended. |
