EL PRESUPUESTO PARTICIPATIVO DEL GOBIERNO PARROQUIAL CASANGA DEL CANTÓN PALTAS EN FUNCIÓN DE LA PARTICIPACIÓN CIUDADANA, PERIODO 2017

The present investigation entitled "The participative budget of the Casanga parish government of the Paltas canton in function of the citizen participation, period 2017", allows to establish priorities for the development of a territory, by consensus between the local government and the citizenship, that allows to maintain the Active participation in the decision making, execution and control of the local government budget. To determine the target population, it was considered, to apply surveys to the community in general, to know their cooperation in the preparation of the participatory budget. Simultaneously, interviews were conducted with the officials who are involved in the planning of the participatory budget of the aforementioned Community. Obtained the base information, it is mentioned the compliance of the methodology issued by the Council of Citizen Participation and Social Control, and in whose content the stages of the participatory budget are detailed: in terms of organization and dissemination, it is mentioned that the due organization and dissemination of the process, triggering the effective participation of citizens. The information and training stage is not fulfilled since the community should first know the meaning of the participatory budget in order to contribute to territorial development and thus improve the existing development plans. The work tables are fulfilled empirically, because it is necessary to prepare a project to apply it with the support of the GAD, in terms of preparation and approval of the budget, in regard to monitoring and follow-up, it is the citizenship that is granted the right to oversee the execution of works, which are previously planned and that are presented in the participatory budget document, but is not interested in doing so, revealing the low participation on the part of the community, limiting in this way the good use of public resources and the growth of this parish.
