Ychwanegu Tag | Crynodeb: | This research aims to analyze and reflect on the processes of citizen participation generated in the rural parish of Vilcabamba from a civic vision and the fulfillment of the application of citizen participation mechanisms established in the Organic Law of Citizen Participation passed in 2010, through the study period March 2013. The importance of this analysis is given by the need to determine the degree of empowerment in decisions of the parish by the government and citizens in relation to the new structuring processes of the State from the operation of the Constitution of 2008, the Law of Citizen Participation, other laws, ordinances and regulations. Knowledge about citizen participation in the rural parish of Vilcabamba is important to establish the local dynamics, their different realities of their neighborhoods, communities and settlements that will allow them a better link, empowerment and coordination with citizens. The enforceability of rights , the degree of empowerment , the need for a new citizenship , demands understanding what level of knowledge about rights as citizens and as participation in rural areas , an issue that is linked to the strategies and policies for local development . 5 The data on the behavior of the population used to define social, cultural, economic, gender equity policies; with which also seeks to empower citizens against decisions. The analysis of the research data has allowed us to know about Government Autonomous Decentralized parochial political expression as the state and its relationship with the communities to determine the types of democracy prevailing in the local environment, as well as determine the degree of citizen participation.
