| סיכום: | The present thesis is entitled "DEVELOPMENT OF A PROPOSED ORGANIC FUNCTIONAL MANUAL IN MUNICIPAL GOVERNMENT ESPÍNDOLA DECENTRALI SELF", which is the same objectives determine the current state of functional organic system in order to see what the deficiencies in the entity set corresponding GADs hierarchical levels will contribute to the normal development of the municipality, develop manual and related organizational functions, in order to improve the care provided to users; corrective measures necessary to improve GADs administration. Municipal, for the benefit of the Canton Espíndola. Determine the current state of functional organic system is vital because it helps determine critical areas that can happen in the entity subject to study and therefore take the necessary corrective measures for normal operation. Likewise in establishing hierarchical levels and functional organic manual is avoid duplication of functions, excessive waste of human and economic resources to contribute in this way to achieve your objectives. In this way it will benefit the Municipal GADs Espíndola with the development of this thesis, since it contains procedures to help guide staff performance in order to provide optimum service. The methodology used allowed us to verify the problems facing the company because of not having updated the manual and flowcharts that guide the daily work 5 of its employees., Also in the proposal restructured the organization and functions manual in order to fulfill the mission GADs vision. Was then applied different methods and techniques that allowed us to determine the problems that the Municipality crosses and so pose solutions to reach a successful decision-making. Finally discloses the respective findings and recommendations with the aim that the Directors of the Municipal GADs Espíndola taken into account to improve services for users. |
