| 總結: | This Curricular Integration Project entitled "The impact and increase of traffic accidents due to the use of electric motorcycles and their incidence in the excessive collection of fines that do not allow their recovery from vehicle retention centers" addresses an emerging problem in the field of urban mobility in Ecuador. The growing popularity of electric motorcycles has brought with it an increase in traffic accidents, exposing both drivers and pedestrians to risks that, to date, have not been adequately managed by comprehensive legal regulations. Through exhaustive research, this paper analyzes the regulatory vacuum that exists around the use of electric motorcycles, which has resulted in the imposition of excessive penalties and the retention of vehicles in vehicle centers, in many cases exceeding the value of the fines compared to the value of the vehicles themselves. It examines how this situation affects both the rights of citizens and compliance with constitutional principles related to the right to safety and mobility. In addition, a reform is proposed that seeks to regulate these personal mobility vehicles such as electric scooters and motorcycles and to encourage the responsible use of these vehicles, considering both their positive environmental impact and the risks inherent to their increasing use. In this way, the research not only exposes the problem, but also offers viable solutions that could improve the existing legal framework and reduce traffic accidents and disproportionate penalties. In conclusion, this paper highlights the importance of having a robust and coherent legal framework to face the challenges posed by electric mobility in Ecuador, balancing the benefits of these technologies with the need to ensure the safety and welfare of citizens. |
