Итог:According to the Constitution, children and adolescents receive priority and specialized care in the public and private sectors. Likewise, the state, society and family a priority promote the comprehensive development of children and adolescents, and ensure the full exercise of their rights; where it will prevail the interests of the child. As we can realize within their articulated the supreme law protects and protects the rights of children and adolescents. Similarly, the Code of Children and Adolescents in their legislation also protects the rights to which are subject adolescent girls and boys. However, there is a violation of rights to children and adolescents who are in institutional care, since many of them are victims of both physical abuse and psychological, because these entities do not have qualified professionals to answer the needs of children and adolescents, same as are necessary to ensure individual development and thus reduce risks to the safety and welfare of children and adolescents treated. That is why I propose a legal reform, where a clause be inserted to article 233 of the Code of Children and Adolescents, concerning the termination of institutional care for physical or psychological abuse by staff working in these centers refuge, thus preventing the infringement of the rights that children and adolescents, as established by our Constitution.
