The following thesis refers to “ANALYSIS APPLIED PROCEDURES FOR THE DEVELOPMENT AND DISTRIBUTION OF PARTICIPATORY BUDGET HOME GOVERNMENT DECENTRALIZED ORELLANA PROVINCE FISCAL YEAR 2014”, whose main objective is to verify whether the participatory budget of the public entity is distributed in a suitable manner based on their competence in compliance with current legislation in order to determine the efficiency, effectiveness and institutional economy; activity developed by applying the following methods: deductive, inductive and scientific, which allowed them to interpret laws, regulations and procedures concerning the issue raised through the administrative, operational and economic analysis; at the time of the development of this thesis, finding information to support the legal basis on which the coming monetary resources in the public sector is administered through the interpretation of laws, procedures, theoretical methodologies was performed - concerning the participatory budget, based on the articles enshrined in the Constitution of the Republic of Ecuador and laws that segregate practices; in order to analyze the processes and applied monetary resource management Decentralized Autonomous Government of the Province of Orellana mechanisms. In turn techniques as were used were: interviews, surveys through internal control questionnaires and direct observation to the area for verification of data; They execute methods that allowed the objectives for obtaining effective and timely information. Following this, the participatory budget was reformulated to be distributed in the province of Orellana (rural and urban) through the application of indicators of socio-economic management such as: population size, annual growth and geographic situation, it remains under the consideration of the Autonomous Government Decentralized Orellana Province approval and implementation; and finally the standard model embodied in the Guide for Participatory Budgeting participatory budget distribution was analyzed. In the practical development of research, analysis was performed to the legal basis through the study of laws, methodologies and guidelines mentioned above; activity was carried out through: situational analysis to the Head of Participatory Budgeting, analysis the procedure applied for the formulation and distribution of the participatory budget in the province of Orellana, verification and analysis to the sources of funding received by the Provincial Government. In the discussion, it presented in summary report of all findings in the development of research that contains comments, conclusions and recommendations based management model used. |
