Implementación de un proceso dedicado a la evaluación, monitoreo y seguimiento de los programas y políticas públicas para la igualdad de género en el Ecuador

This following research work entitled "Implementation of a process for the evaluation, monitoring and follow-up of the programs and public policies for gender equality in Ecuador", it was developed because gender inequality is a social problem that exists in our country, which couldn’t be dealt with, due to the processes or stages of evaluation and follow-up have not been incorporated for public policies, which causes a defective design and a decrease in their effectiveness. On the other hand, it was evidenced that in our country, a large part of the public policies haven’t managed to fulfill the purposes that the Constitution indicates, for which the shortcomings of the proposed public policies for gender equality were identified and analyzed. In the country, obtaining as a result that the predominant shortcomings are: lack of interest on the part of the State, poor allocation of resources to address these social problems and omission of the evaluation stage in the implemented of public policies, whose consequence is the little or null effectiveness of these instruments, as well as the lack of evidence for future decisions. For the development of this work, different research parameters were established, such as conceptual, doctrinal and legal. The type of research was bibliographic, and the following methods were also required: scientific, inductive, deductive, analytical, exegetical, hermeneutical, maieutical, comparative, statistical and synthetic. As techniques, surveys and interviews were used, which allowed obtaining criteria from professionals and specialists in the field, to verify the problem and suggest a solution that is to incorporate a monitoring and evaluation stage for public policies of gender equality.
