Ամփոփում:The present research work, entitled “Open government as an instrument of transparency in the parish GAD's of Quilanga canton, year 2024”, focuses on the open government model and highlights the importance of transparency and citizen participation. The main objective of this study is to establish the level of compliance with the transparency component in the management of the parish GAD's of the Quilanga canton. The methodology employed is based on a qualitative approach, using a deductive method and a non-experimental design. For data collection, various tools were used, including a literature review, the application of interviews and their analysis using the TOWS matrix. Additionally, an approved template provided by the Ombudsman's Office was used to evaluate the web pages of the parish GAD's of Quilanga canton. Preliminary results indicate that, although progress has been made, significant challenges remain, such as incomplete or outdated information. In accordance with the established guidelines and parameters, it was observed that the websites of the parish GAD'S present a low level of compliance: the GAD of Quilanga reached 54%, the GAD of Fundochamba obtained only 24.5%, and San Antonio de las Aradas reached 43.5%. Based on these findings, a new website model is proposed that is not only complete, but also contemplates the social inclusion of people with disabilities (visual and hearing) and the population that speaks the Kichwa language, seeking greater citizen participation in public management.
