| Sumario: | The Territorial Development and Organization Plan is the planning instrument whose main objective is to contribute to the progressive fulfillment of constitutional rights, allowing Decentralized Autonomous Governments to develop the concerted management of their territories, aimed at achieving good living; prioritizing the strengthening of the potentialities of the population based on the territorial benefits of its jurisdiction and the public policies of the State. As it reflects the vision of medium and long-term development for the definition of strategies, programs and projects, which will be linked to the work plan of the authorities. Although it is true, the Territorial Development and Planning Plans prepared by the decentralized autonomous governments in accordance with the methodology established by the technical standards for this purpose, most of them contemplate the components of diagnosis, proposal, and management model; However, its content does not necessarily reflect the reality of its population and the territory with its potentialities, deficiencies and particular geographical characteristics, in addition the proposed programs and projects are quite general and do not allow adequate planning of budgets, schedules and those responsible for their execution; In addition to this, the lack of regulations and legal procedures that require compliance, therefore to cover this legal gap, the law should be more explicit and provide more rigorous sanctions to avoid administrative, legal and technical deviations in the 5 management of the instruments. development planning and land use planning to those responsible for its application.
