REFORMA A LA LEY ORGANICA ELECTORAL Y DE ORGANIZACIONES POLITICAS DE LA REPUBLICA DEL ECUADOR, EN CUANTO A LA VICEALCALDÍA Y LA GOBERNABILIDAD SECCIONAL AUTONOMA MUNICIPAL

This thesis entitled: "Reform of the Organic Electoral Law and Policy of the Republic of Ecuador Organizations, regarding the Deputy Mayor and the Autonomous Sectional Municipal Governance", comes the analysis due to the governance of the sectional bodies and provincial It is defined as the ability of the political authorities to process social demands, provide adequate responses and lead change processes that tend to strengthen and deepen democracy as determining control of governance and the ability of institutional control of social change system political; therefore, as articulated planning and participative management of local development instruments, they represent a democratic citizen participation process aimed at building and implementing local development plans; that the current model of governance limits the actions of governance in the autonomous sectional entities as the Mayor the only democratically elected ombudsman and authority, having expanded its popular election to the Deputy Mayor, because at present to be dismissed or leave a Mayor the position to which he was elected by the will of the people, this charge should be replaced by Councilman most votes achieved in the elections; exist without the solution of continuity of office; as if what happens to Vice-President or Vice-Prefect, so the conflict governance and the need to incorporate amendments to the Electoral Organic Law and Political Organizations, Code of Democracy arises. 5 The development of the thesis work was completed due to the abundant literature obtained for examination and field results that helped me to verify the objectives and the hypothesis, allowing me to present conclusions and propose recommendations to reach a reform Ecuadorian electoral system ensuring the binomial electoral establish as to the Mayor and Vice Mayor, as openness to the participation of the social sectors, and the recognition of the democratic regime Likewise the case happened in the Muisne Canton, where the elected authority by vote of the majority of the inhabitants of this Canton, died before being sworn in as Mayor-elect and that opens the possibility of introducing reforms was analyzed in depth Democracy Code and the Code of Territorial Organization, Autonomy and Decentralization to clarify exceptional situations like what happened in the Canton of the Province of Esmeraldas. This is an issue to discuss, to make some changes and there are no legal loopholes in our Ecuadorian law,
