| Riassunto: | The study on electronic reverse auctions in public procurement in Ecuador focuses on three key objectives: Analyze the criteria and legal requirements to participate, evaluate their impact on the efficiency and legality of the acquisition of goods and services, and propose a standardized model for guarantee the compliance with current regulations. The study was carried out in three stages. The first phase involved an exhaustive analysis of the applicable legal regulations, identifying specific criteria for participation in these auctions. This analysis confirmed compliance with current laws and identified areas for improvement in order to ensure transparent and fair processes. In the second stage, the efficiency and legality of the auctions was evaluated through interviews with experts in public procurement and legislation. These experts provided valuable information on the interpretation of laws and the impact of auctions, highlighting both their advantages and areas for improvement. The detailed analysis showed how to optimize these mechanisms to improve the efficiency and legality of the process, standing out critical points and opportunities to continuous improvement. The third phase consisted in the proposal of a standardized model based on the findings of the interviews, which ensures compliance with the regulations and the best practices identified. It is recommended to present this model to experts and stakeholders to obtain feedback, which will allow the approach to be adjusted and refined, ensuring its viability and success in the field of public procurement. The study conclusions highlight that the criteria and requirements for auctions are clearly defined and aligned with current regulations, promoting transparency and equity. Electronic reverse auctions have been consolidated as an efficient and transparent mechanism, although areas for improvement are identified such as the simplification of procedures and the strengthening of supervision mechanisms. The need for a standardized model is highlighted to guarantee coherent and effective management in public procurement. |
