Resumo:From the issuance of Decree 1014, in 2008 the Government of Ecuador promotes the use of Free Software in computer systems and equipment in Public Institutions of Ecuador, in order to achieve sovereignty and technological autonomy, as well as a saving public resources. However, not all institutions comply with this provision, because most of the software used in the work area is proprietary, and users show resistance to changes to the new software, which represents a difficulty when executing the migration. What makes it necessary to implement a strategy that allows generating a migration to free software in a more structured way and reducing the risks that may arise in the course of the process. Therefore, this TT aims to develop a migration methodology for office applications from proprietary software to free software in the administrative area of the Universidad Nacional de Loja (UNL), with the purpose of providing a guide that serves as support to the Telecommunications and Information Unit (UTI) that is in charge of carrying out this type of process within the university and, in addition, an ERP application is proposed for the management of the methodology. For the fulfillment of this objective, information was first collected on migrations from different establishments or countries in order to identify the processes that are most feasible for migration, and from this information adapt a methodology that facilitates the migration of office applications to software free, on the computer equipment of the university. Together, a technological architecture was designed based on the TOGAF reference framework, in which it proposed a solution to improve migration processes through technological tools. Subsequently, the AIM methodology was applied to develop ERP modules in Odoo, which allow optimizing the activities of the proposed migration methodology. In this way, the migration methodology can be applied to 87% of the computer equipment that the UNL has, obtaining an economic saving of approximately $ 60,289.00 in licenses, which can be used for other projects, and, also, as work in the future, this methodology can be implemented and adapted to different environments such as the migration of Free software operating systems.
