INCIDENCIA DE LA PARTICIPACIÓN CIUDADANA EN LA GESTIÓN PÚBLICA DEL GOBIERNO AUTÓNOMO DESCENTRALIZADO PARROQUIAL DE MALACATOS, CANTÓN Y PROVINCIA LOJA, PERÍODO 2018

4 2.1.ABSTRACT This research entitled “Incidence of Citizen Participation in the Management of the Autonomous Decentralized Parochial Government of Malacatos, canton and Loja province, Period 2018”, was executed in compliance prior to obtaining the title of Engineer in Public Administration. The main purpose of the research is to determine the incidence of citizen participation in the management of the Parish GAD of Malacatos, 2018 period, looking from a developmental perspective when establishing the level of citizenship insertion in matters of public interest that add to the development. The objectives proposed in the first instance, identify the mechanisms of citizen participation that are used in the Parish GAD of Malacatos, to then establish the degree of citizen participation of the Parish Church Malacatos in the management of the Parish GAD, and finally propose strategic objectives to the Parish GAD Malacatos that help encourage citizen participation in their territorial constituency. For the fulfillment of the objectives set, instruments such as interviews were used, which met the first objective, made to a total of 4 officials working in the Parish GAD of Malacatos, followed by conducting 256 surveys of citizens who they contributed to the fulfillment of the second objective, for which it was taken into consideration to segment the population into 8 sectors, among which the Parish of Malacatos is divided, in an age between 18 to 65 years. The results obtained from the application of these tools with the support of the information obtained in the literature review, it is determined that the level of citizen participation is a total of 34, 51%, that is, it is at a low level, and the insertion of those who participate in public management reaches no more than 10.40%. Based on the results obtained in the first objectives, a proposal was made of strategic objectives that encourage citizen participation in matters of public interest that add to the development of the Parish. Thus giving way to the development of the discussion, followed by the conclusions and recommendations of the present investigation.
