Summary:The present research study, titled “Citizen Participation and the Role of Citizenship in the Decentralized Autonomous Government of Canton Zapotillo, 2019-2023 period,” examined the level of citizen participation and its influence on decision-making. The study was grounded in the theory of the ladder of Citizen Participation, which enabled the identification of mechanisms and the level of citizen participation during the four- year administrative period. Additionally, a proposal for an action plan was formulated to promote and strengthen citizen participation in Canton Zapotillo through a matrix of strategies. The applied method was inductive and analytical, adopting a qualitative approach. A non-experimental design was employed, incorporating an action research type. The research utilized techniques such as document review, document analysis, and interviews. The results revealed the identification of four mechanisms, with three established by the Council of Citizen Participation and Social Control, and one regulated by the “Ordinance regulating the operation of the citizen participation and social control system of the decentralized autonomous government of Canton Zapotillo.” In this context, the level of participation was evaluated using the ladder of Citizen Participation theory, indicating a deficiency in meaningful citizen involvement, where participation was primarily symbolic throughout the four-year administrative period. Based on these findings, an action plan was designed to enhance citizen participation in Canton Zapotillo, evidencing the limited ability of authorities to mobilize citizens to engage in these democratic events.
