Samenvatting:Through this research work it had as general objective to develop the "MANAGEMENT PLAN FINANCIAL credit union CREA. LTDA. CITY OF CUENCA "which provide for an addressing of the financial objectives of the company and accessing achieve stability and permanence in the market and increase the profitability of it. To meet this goal was necessary to use deductive, inductive and analytical methods and techniques of the interview the manager and surveys applied to internal customers with a total of 42 and 360 external customers served as sources of information gathering . Further it comprising external analysis of the company which comes EFE matrix whose weighted score was 2.68 which is above the average of 2.50; plus the internal analysis of the company that gives rise to the matrix (EFI), the result is 2.11 which is also below the average of 2.50. A SWOT analysis of the company is then performed, in which the strengths and weaknesses are exposed; and the threats and opportunities, then high-impact matrix is made. This determines the strategic objectives that were, Provide financial and nonfinancial services quality, to meet the expectations and needs of the partners, and greater depth-positioning services for all; always constitute the main expectations and objectives of the cooperative at a cost of $ 1,900; Strengthen the institutional capital, to generate a strong solvency of the cooperative, at a cost of $ 8,700; Loans and deposits strengthened to ensure that there is a balance between savings and placements with cost $ 6,000; To reach optimal maturity and management, strengthening all areas, departments and units to develop their skills and roles at a cost of $ 13,000 The overall budget of financial management plan was $ 29,600.00. Among the key findings consist that the analysis of the internal environment possible to detect the strengths and weaknesses of the company which were analyzed and with this information the internal assessment matrix in which a weighting factor of 2.11 was obtained was constructed to It indicates weaknesses prevail on the strengths; and that the assessment of macro external environment factors showed a weighting of 2.68 which means that the company exists a predominance of opportunity against threats. Among the most important recommendations are, implemented in the credit union CREATE Ltda. The financial management plan as a means of orientation and business management in the activities of the company which will help the timely decision making
