Etiketle | Özet: | This thesis has as main objective the determination of the violation of principles and economic guarantees from the State concerning the execution of work and pay when hiring, to better understand made a distinction between principles and economic guarantees of State and contractors, as well as their rights and obligations when hiring and illegitimate use of the prerogatives but normed powers by the public administration. Subsequently, this research will address the central problem demonstrating that the State through the contract violates the principles and understood economic guarantees in the Constitution and the various legal bodies to construction professionals as are civil engineers and architects causing untold economic damage being of this prejudiced way, even their relatives and workers, because the State did not comply with the agreement and not to make a fair and timely payment by a finished work generates lost money in damages and lost profits, finally I presented a proposal reform in the National Organic Law on Government procurement to guarantee the rights of contractors providing harmony for the benefit of the parties involved in recruitment. |
