Tilføj Tag | Summary: | This research seeks to demonstrate the role of the National Service for the Comprehensive Care of Adults Deprived of their Liberty and Adolescent Offenders (SNAI) in the face of the prison crisis in Ecuador, the intervention and impact generated by organized crime groups, as well as the failure to comply with social rehabilitation policies. Through a legal analysis, starting from the Constitution of the Republic of Ecuador and its determination of priority attention groups to the PPL; a doctrinal study, regarding the purpose of punishment as the main purpose of social rehabilitation and reintegration into society of those deprived of liberty. During the development of the research, the proposed objectives were verified, such as the legal and doctrinal study regarding the function of the SNAI and the impact that its management has generated in the face of the crisis of the penitentiary system. Within the specific objectives, information was gathered regarding the non-compliance of social rehabilitation policies, as well as the causes that have generated intra-prison violence and the violation of the human rights of those deprived of liberty. The results obtained from the research are reflected in the methods implemented, such as surveys and interviews with legal professionals and experts in criminal and penitentiary matters respectively, as well as the study of cases in the news that demonstrate the corruption established in the SNAI. All data collection reflects the inadequate performance of the National Service of Integral Attention to Adults Deprived of Liberty and Adolescent Offenders (SNAI). Finally, the research is directed towards the search for solutions that allow the reestablishment of control of the penitentiary system, with inter-institutional cooperation and guidelines that emphasize security and penitentiary administration and above all with an integral focus on the rehabilitation of those deprived of liberty, with the aim that in the medium or short term the Ecuadorian penitentiary system will be a model for other countries to follow. |
