सारांश:Participatory budgeting is an important tool for democracy and citizen participation. Through the analysis conducted in the Yanuncay parish of the Cuenca canton, the mechanisms and channels used by the Municipal GAD of Cuenca to disseminate participatory budgeting to the public were identified. The theoretical review provided an understanding of the topic based on principles from authors who addressed democratic legitimacy and participation. Attention was given to the perspective of democratic governance, presenting the definition and origins of participatory budgeting, its effectiveness in promoting social equity, and its contribution to improving local governance. Another interpretation included the theoretical foundation of the challenges and criticisms of participatory budgeting, alongside relevant national and international regulations, and an analysis of empirical evidence from past experiences. The methodology focused on a case study with a qualitative approach, allowing the interpretation of data collected through interviews and focus groups. These findings were contextualized within the case study framework, following an objective-based methodology. The most significant results highlighted the preparation of community leaders, the effectiveness of project implementation, collaboration between neighborhoods, and social justice and equity in the distribution of participatory budgets. This information was compared with theoretical perspectives from various authors, leading to the extraction of relevant conclusions. Regarding the main objective, it was concluded that limitations in equity and distributive justice persisted within the participatory budgeting process. The research revealed that neighborhoods with fewer resources and lower organizational capacity faced challenges competing with larger or better-organized neighborhoods.
