Резюме:The company TEVSUR is an organization that devotes itself to provide the safety service and transport of values for public entities and private companies of the south of the country, which has received the acceptance of the citizenship lojana, due to the professionalism of his personnel, suitable equipment and fulfillment of the specifications of the realized contracts, to what it is necessary to add a new approach of the human talent, which is constituted in an advantage, turning into the resource organizational strategically, revitalizing of the managerial activity. In such a virtue the accomplishment of the present work of thesis tries to improve the management of the human talent, as well as also like to contribute in aspects as the fulfillment of the functions of every position, a suitable assignment of remunerations and a technical contracting of personnel, for which is established as general aim " The Proposes a Manual of Functions, Valuation of Positions for Points and a Regulation of Admission and Employment for the Human Talent company TEVSUR C. A. of Loja's city " and several specific aims, on which the development turns of present work of thesis and determines the fulfillment of the actions to face the existing problematic in the company. This work investigativo was focused in three fundamental aspects. The first one related to the production of a Manual of Functions that helps to diminish the problem of duplicity of functions between the areas and the personnel, provided that at present the personnel indicates that they do not exist or know on the existence of the leaves of functions, for which the flowcharts were elaborated: structural and functional, as well as the leaves of functions for every position. The second aspect, it has relation with the presence of conflicts as inequality in wages, provided that his fixation is realized of empirical form, which prevents from establishing the salaries of agreement to the factors of measurement since they are the hierarchy of the position, vocational training, experience, risks, evaluation of the individual competitions, obligations, responsibilities, requirements, for what one proposed a system of appraisal for points that there allowed to calculate a factor of valuation of 2,1 that it made possible to fix the Chief's remuneration of Vehicle, Driver, Portafunda and Men of Security. The third aspect was related to the lack of a regulation for the contracting of the personnel, which has generated that in several occasions contracts for references of friends and employees, without the sufficient preparation and experience to occupy the position, this way it is indicated by a percentage of employees who indicate has managed to work in TEVSUR for notice of relatives or other employees, which generated the need to design a technical regulation of admission and employment, where the stages consist of: Recruitment, selection, induction, integration and training, which generates an efficient and effective performance of the personnel. The principal conclusions to which it came near in conclusion of the present investigation were the following ones: Since part of the study decides that the company TEVSUR does not possess technical instruments of management of the talent since they are: Manual of Functions, Appraisal of Positions for Points and Regulation of Admission and Employment, and Evaluation of the Performance, which they allow a better utilization of the human talent.The system of admission and in force employment in the safety company is not designed in a technical way they nor support his functionality and suitable development of all his personnel; in addition, in TEVSUR no system is applied to calculate the remuneration, is paid to the majority of the personnel of agreement to the established in the Agency of Cuenca, without considering career education, experience, risks, responsibility and effort
