Sumario:The research project focused on management by results with the objective of presenting a proposal for the manual of the Special Regime sub-process in the Public Procurement Directorate, which allows optimizing activities efficiently. He used the process survey methodology proposed by the National University of Loja, which is applicable to the development of institutional processes; It consists of carrying out a general mapping of the main activities that make up the sub-process, ending with its layout. It is an exploratory and descriptive investigation; this methodology aims to specify the relevant properties in accordance with the diagnosis made and formulate a valid proposal for the implementation of the Manual of the sub-process in the Directorate of Public Procurement of the University. It was intended to highlight the use of flowcharts and the collection of information from the sub-process to classify the activities, the responsible persons, the times required, in order to achieve the objectives, set. The results obtained made it possible to determine that the Manual of sub-processes of the Special Regime in the Directorate will standardize the times and certain activities, improving the performance of the functions of the actors involved. It was also possible to obtain certain recommendations to guarantee optimal execution
