The data used (shapefile and municipal ordinances) was obtained from the Interactive Map of the Ministry of Environment, Water and Ecological Transition, the Municipality of Loja and FORAGUA. The information was processed using ARCMAP 10.8 software. The results showed that in the period 2008 - 2014 the Jipiro microwatershed presented a change from 113.41 hectares of agricultural mosaics to Forest, while the El Carmen micro-watershed from 71.18 hectares of pasture to herbaceous vegetation this due to the "Ordinance for the protection of micro-watersheds and other priority areas for the conservation of Loja canton". However, the reform of the ordinance for the period 2014 - 2018 showed negative changes in the Jipiro, Mendieta, El Carmen, San Simón and Curitroje micro-watersheds, as their vegetation cover changed from forest, herbaceous vegetation, grassland, forest plantation and paramo to agricultural mosaic, with the Jipiro micro-watershed being the most affected, which changed in this period 222. 62 ha of forest, pasture, forest plantation, shrub vegetation and herbaceous vegetation to agricultural and livestock mosaic. This research work allowed us to understand the influence of environmental policies that favor the protection and maintenance of water sources such as micro-watersheds. Key words: micro-watersheds, NDVI, environmental policies, vegetation change.En esta investigación se analizó la incidencia de la política ambiental sobre el estado de la cobertura vegetal de las principales microcuencas abastecedoras de agua en la ciudad de Loja. Para ello se utilizó información shapefile del año 2000, 2008, 2014 y 2018, con la finalidad de analizar la dinámica de la cobertura vegetal mediante un análisis multitemporal de las diferentes coberturas vegetales. Los datos empleados (shapefile y ordenanzas municipales) se obtuvo del Mapa Interactivo del Ministerio del Ambiente, Agua y Transición Ecológica, el Municipio de Loja y FORAGUA. La información fue procesada por medio del software ARCMAP 10.8. Los resultados mostraron que en el periodo 2008 – 2014 la microcuenca Jipiro presentó un cambio de 113.41 hectáreas de mosaicos agropecuarios a Bosque, mientras que la microcuenca El Carmen de 71.18 hectáreas de pastizal a vegetación herbácea esto debido a la “Ordenanza para la protección de las microcuencas y otras áreas prioritarias para la conservación del cantón Loja”. Sin embargo, la reforma a la ordenanza para el periodo 2014 – 2018 evidenció cambios negativos dentro de las microcuencas Jipiro, Mendieta, El Carmen, San Simón y Curitroje, ya que su cobertura vegetal paso de ser bosque, vegetación herbácea, pastizal, plantación forestal y paramo a mosaico agropecuario siendo la microcuenca Jipiro la más afectada la cual cambio en este periodo 222.62 ha de bosque, pastizal, plantación forestal vegetación arbustiva y vegetación herbácea a mosaico agropecuario. El presente Trabajo de Titulación permitió comprender la influencia de las políticas ambientales que favorezcan a la protección y el mantenimiento de las fuentes hídricas como las microcuencas.
