Summary:Today, in the environment where various human activities develops, tends to evolve rapidly, it is for that reason that cooperatives must have an organizational support to adapt quickly to the changes that come quickly, because it is the more flexible asset and the present work is to present the "MANUAL PREPARATION OF A HUMAN RESOURCE MANAGEMENT FOR CREDIT UNION PROFESSIONALS WHEEL" UNION "OF THE CITY OF LOJA". He started considering the theoretical scientific reference contained in the review of literature on the topics: historical review of the credit union of Professionals Volante "UNION" City of Loja, Handbook of Human Resource Management, Technical Admission and Employment, performance assessment and job evaluation. The following materials and methods that were based on the scientific method to develop the thesis were determined and took into account the literature search; also made use of the inductive method for analysis of relevant aspects such as internal diagnostics techniques admission and employment, analysis, description, specification of positions, as well performance evaluation and valuation of positions that help spot how to draw conclusions and recommendations for the proposed study; the deductive method which helped analyze all information from interviews, surveys and direct observation. Also research techniques as were used: surveys to 6 employees of the institution which constitute the universe to investigate where the results and the formulation of the proposal are based; also the interview technique was used, the same as was done to the Head of Human Resources, to collect additional primary information; and direct observation to identify activities for personnel management in order to meet the need. The results took into account information obtained from the surveys of staff of the Cooperative and the interview with the Head of Human Resources, whose information allowed to know as the cooperative is organized, the survey questions and interview were analyzed and plotted with their respective interpretation. Continually formulated proposals based on the objectives which will contribute to a better development of a Manual on Human Resource Management has an internal diagnosis of the current situation has to do with the Human Resources Administration Cooperative Savings and Credit Professionals Volante "UNION" techniques Admission Employment consisting of practical 6 examples as: Recruitment formats using the media; in showing all necessary elements for a good publicity, as the logo, name of the Cooperative, vacant or occupied under the profile of the applicant, which the cooperative provides, the date, location and email, as the Cooperative if you make announcements on radio and newspapers but not with the above elements; in what has to do with selecting the application form, interviews, tests or test, depending on the position or office to fill, research and medical tests is proposed as the only interviews Cooperative tests are done and in some cases, after applicants delivered copies of personal documents; in relation to contracts it is proposed that the institution must have a specific model contracts and appropriate personnel action; then a Welcome Manual including the rules of procedure, its vision, mission, organizational structure, the different areas that make up what, among other information more interest to learn more about the institution and manual functions, just as it intends to carry arises Motivation Plan one in which a event will be held for each month, engaging all staff of the Cooperative; then a training plan according to the requirements found on the program topics: Methods and Techniques in Human Resources Management, Human Relations, Management of Computer Equipment and Technology courses Executive Secretariat, Accounting Records, professional ethics, and Administrative Management Organizational culture, we finally have performance evaluation staff working in the Cooperative and job evaluation factors and considering the respective degrees as skill, effort, responsibility and working conditions.
