AUDITORÍA DE GESTIÓN AL DEPARTAMENTO DE HIGIENE Y ABASTOS EN EL ÁREA DE SALUD DEL GOBIERNO AUTÓNOMO DESCENTRALIZADO MUNICIPAL DEL CANTÓN LOJA EN EL PERIÓDO DEL 1 ENERO AL 31 DICIEMBRE DEL 2014

This thesis is focused on the overall objective of making a management AUDIT DEPARTMENT OF HEALTH AND SUPPLY IN THE AREA OF HEALTH MUNICIPAL GOVERNMENT DECENTRALIZED AUTONOMOUS LOJA CANTON IN THE PERIOD 01 JANUARY TO 31 DECEMBER 2014, achieving a analysis with regard to the management conducted by the management and staff of this area, allowing corporate results compare with the planning done. Specific objectives were met in full; giving first objective was to evaluate the internal control system implemented in the state, for which an internal control questionnaire it served to detect possible weaknesses or findings in the execution of their functions within the health area developed; The second objective verify the accuracy and legality in the operations taking place in the department of hygiene in the area of health, this goal were met based on the regulations governing these in order to verify that the realization of their activities They governed according to the provisions of its rules; The third objective is the application of performance indicators to determine the degree of efficiency and effectiveness in the management of the activities, the same as was done through the review of the working papers provided by the department; and, the ultimate objective of conducting a report containing conclusions and recommendations to 5 improve performance walks labor and efficient in fulfilling its institutional objectives. To fulfill the above goals we proceeded to conduct interviews the Director, Coordinator and other officials to obtain all relevant information from the Department of Hygiene and Supply in the Health Area; likewise the SWOT matrix was evaluated in order to identify what were the strengths, weaknesses, opportunities and threats that owns the area. At the conclusion of the thesis has some shortcomings that the Department of Health and Supply in the health area between the most outstanding that do not have all the necessary protective equipment to collect biohazardous waste was determined, lack of a plan for staff training, staff shortages, lack of performance indicators etc. Given these findings recommendations are aimed at taking corrective decisions and achieve better institutional development is suggested.
