Participación Ciudadana y su incidencia en la Planificación Presupuestaria del Gobierno Autónomo Descentralizado Parroquia El Tambo, en el Periodo 2015

The discussion on democracy in the parish of El Tambo, its development in recent years, and the role of the people in it are a central aspect to consider where the parish is going and the expectations involved in building the budget on the basis of The needs of the population. In the Autonomous Decentralized Parochial Government (GADP) El Tambo, citizen participation should be an issue of great importance within the budget planning process, the intervention of the people allows to guide the correct use of budgetary resources. The research is aimed at analyzing the level of citizen participation and its degree of impact in the budget planning process of the El Tambo GADP, in the period 2015. The work is framed in identifying the mechanisms of citizen participation, analyzing the factors that Have facilitated or made difficult the participation and determine the degree of incidence that the different actors have in the process of the budgetary planning. This research was carried out with the application of citizen surveys and interviews with the five members of the GADP in order to obtain real information based on the opinion of the population and authorities, which allowed to fulfill the stated objectives. The involvement of people in the public sector implies an active participation that can only be achieved through the exercise of an integral citizenship with social and political responsibility.
